This article represents a synthesized (comparative-historical (genetic and typological), naturalistic, neogrammarian, structuralism, neolinguistics)) scientific opinion of “language development” term interpretation in its relationship to the definition of “language functioning”. It has been proved that both a proper process of language development and its concept are quite meaningful phenomena closely associated with such fundamental areas of linguistics, as functionalism and neo functionalism that have been given a deeper linguistic interpretation. has been suggested that linguistic interpretation process of language development should be based not only on experience and linguist positions, but also because of the state of scientific thought in general.Downloads
